What do we do?

The Tax Commissioner’s Office is established by the Georgia Constitution, and is responsible for every phase of collecting and disbursing ad valorem property taxes.  Our staff is separated into two divisions:

Property Division bills, collects and distributes ad valorem property taxes for real, personal property, heavy duty equipment, mobile homes and public utilities. The Property Division conducts tax sales and is also responsible for preparing the tax digest each year.

Motor Vehicle Division serves as a tag agent on behalf of the Georgia Department of Revenue.  They collect and distribute ad valorem property taxes for vehicles as well as enforce local laws for registration requirements, insurance, emissions and mobile home ownership.

The Property Appraisal Office determines property values as well as maintains property ownership records for tax purposes.
 The Property Appraisal office is appointed by the Board of Commissioners and is not under the authority of the Tax Commissioner.

New to the County?

When moving from another county within Georgia to Glynn, the first thing you’ll want to do is change your address. For efficient transactions with our offices, we recommend you make your address changes in the following order:


  • US Post Office
    Many transactions throughout the county require mail with your new address in order to update our records. You can change your address online here
  • Driver’s License
    Your driver’s license needs to be updated within 60 days of moving to your new address.  
    • The Department of Driver’s Services offers one free address change for each license term. If you are unable to change your address online, you'll need to visit in person.   • Vehicle Registration
    After updating your ID, you will still need to notify our office of your address change. Visit our office to change your address and receive your new county sticker. If you would like to use or keep your “In God We Trust” decal, just let our clerks know during the registration process.

    If you are using a specialty plate that does not require a county sticker, you can complete your address change online. Visit e-services and click 'Change Address.' You will be asked to upload a copy of your valid GA driver's license or ID card.

New to the State?


When moving from another State the first thing you’ll want to do is get a Glynn County ID. For efficient transactions with our offices, we recommend you make your address changes in the following order:

  • US Post Office

  • Driver’s License
    Your driver’s license needs to be updated within 60 days of moving to your new address.  Driver Services is in a separate building from the Office of Tax Commissioner, so you'll need to go there first to change your Id.   • Vehicle Registration
    Georgia requires Title Ad Valorem Tax (TAVT) be paid every time a vehicle is registered for the first time. For Georgia residents, TAVT is generally 6.6% of the fair market value.  Because your name is already on the title, we like to recognize you've paid taxes to the previous state, so we drop the TAVT down to 3% of the Fair Market Value. This is a one time tax. Every year after, you'll just owe your registration renewal fee of $20 for a basic plate. View the Title/Registration Requirements Here
  • Homestead Exemptions
    In Glynn County, Homestead Exemptions are done through the Property Appraisal Office

Out of State Vehicle Transfer Requirements

TAVT in the amount of 3% of the Fair Market Value will be due at the time of registration. This applies to customers moving from out of state who are registering a vehicle they have already titled/registered in their previous state.  You can estimate your taxes here.  

Be sure to bring:

  • Out of State Title 
    • If you are still making payments, that's ok. We will request the title from the lienholder on your behalf. It is helpful to have the correct lienholder information, so call them in advance and request their ELT number, or correct mailing address. 
    • Some states will give you the title, even though you have a lienholder. If you are from one of these states, and you have lost your title, you will need to request a replacement. 
      • Arizona (purchased before 1/1/2003)
      • Kentucky
      • Maryland
      • Michigan
      • Minnesota
      • Missouri (purchased after 7/1/2003)
      • Montana
      • New York
      • Oklahoma
      • South Dakota
      • Wisconsin
      • Wyoming
  • Georgia ID
    • We need a Georgia ID with a Glynn County address to process your title work and registration. 
    • If there are multiple owners, we need at least One owner to have a Glynn County ID. 
    • If you are not a full time Georgia resident, but own non homesteaded property here in Glynn County, we will take your out-of-state ID. 
  • Previous State Registration. 
    • To avoid penalties, you have 30 days to register your vehicle after updating your Drivers license. 
    • If your registration from the previous state has not yet expired, we will use this date to help you avoid late fees. 
    • It is especially important to provide registration if your vehicle currently has a lien. 
  • Georgia Based, Electronically Submitted Insurance Policy. 
    • Though your insurance company may be a national chain, this does not mean you have a Georgia policy. Be sure to contact your insurance company and request your insurance be switched to a Georgia Policy. 
    • Switching states on your policy will allow your insurance company to report to the correct state, which will help you meet Georgia's insurance requirements, and avoid lapse fees. 
  • Signatures
    • If you have additional owners, you can all come together to register for the first time, or you can complete the MV-1 Title Application. For your convenience, a fillable form can be found here. Be sure that each owner's signature is provided. 
  • Lien Release
    • If your title shows a lienholder but the lien has been satisfied, we will need a lien release form. Most lienholders have their own form, and will be happy to provide you with a copy. We will also take a completed and notarized  T-4 form
  • Original Lease Agreement
    • If you are leasing your vehicle, taxes are calculated differently. We will need the original lease agreement to determine this figure. 
    • Keep in mind that if you purchase your vehicle at the end of your lease, you will have to re-register and pay tax on the second half of the lease. We use the final bill of sale amount to determine your 6.6% TAVT at that time. 
  • Power of Attorney 
    • If you are leasing your vehicle, you will need Power of Attorney to move it to another state. Contact your leasing company for this document. 
  • Death Certificate
    • If you are on the title with another person, who is now deceased, please bring a copy of the death certificate for that person.
    • If you are making payments, you will need to first contact your lienholder to have their name removed. 
  • Marriage Certificate/Name Change
    • If your name has changed from what shows on your title, Please bring any documentation that proves that name change. 
  • Divorce Decree
    • If your title has your spouse's name and you have since divorced, we must have a copy of the divorce decree, showing you were granted the vehicle in order to remove their name. 
    • Alternatively, if the uninterested party has signed the title as seller, granting you sole ownership, we will accept this in leu of the divorce decree.
